Digital Public Infrastructure (DPI) & Central Government Portals

Analyzing the three layers of India Stack (Identity, Payments, Data), ONDC e-commerce unbundling, PM GatiShakti GIS logistics mapping, Bhashini AI, and national labor registries.

1. The "India Stack" Architectural Triad

Digital Public Infrastructure (DPI) represents digital foundational rails (analogous to physical roads, railways, and electrical grids) upon which both governments and private innovators build inclusive economic applications. India Stack is built on three interoperable layers:

Layer 1: Identity Rail

Aadhaar (UIDAI)

12-digit unique biometric identifier. Enables paperless e-KYC and Direct Benefit Transfer (DBT), eliminating ghost beneficiaries in welfare schemes like PDS and PM-KISAN.

Layer 2: Payments Rail

UPI & AePS (NPCI)

Unified Payments Interface (UPI) developed by National Payments Corporation of India (NPCI). Powers instant 24/7 mobile bank-to-bank transfers across interoperable QR codes.

Layer 3: Data Exchange Rail

DigiLocker & Account Aggregator

Consent-based Data Empowerment and Protection Architecture (DEPA). Enables citizens to legally share digitally signed academic and financial credentials securely.

2. High-Yield Central Public Portals & Platforms

Open Network for Digital Commerce (ONDC)

DPIIT / Ministry of Commerce
  • Core Concept: An open protocol network that unbundles buyer and seller applications. Unlike closed platform monopolies (Amazon, Flipkart) where buyers and sellers must register on the same proprietary app, ONDC allows a buyer on Buyer App A to discover and purchase from a seller on Seller App B.
  • Beneficiaries: Empowers local kirana stores, small retailers, and regional farmers to enter digital commerce without paying extortionate commission rates.

PM GatiShakti National Master Plan

GIS Logistics Synchronization
  • Mission: A digital GIS-based platform that brings together 16 central infrastructure ministries (Roads, Railways, Shipping, Petroleum, Telecom, Civil Aviation) for synchronized project planning.
  • Objective: Eliminates departmental silos (e.g. preventing a newly laid road from being dug up immediately for gas or water pipelines). Targets lowering national logistics costs from ~14% to sub-10% of GDP. Developed by BISAG-N (Bhaskaracharya National Institute for Space Applications and Geo-informatics).

Digital India Bhashini (Bhasha Interface for India)

Ministry of Electronics and IT (MeitY)
  • AI Mission: India's national AI-led language translation platform designed to overcome linguistic barriers across the 22 Eighth Schedule languages.
  • Voice-First Governance: Powers voice-based UPI payments and public service inquiries in local vernacular dialects, ensuring that non-English speaking and non-literate citizens can access e-governance seamlessly.
